IT workers fight for union rights


The PCS public service union is building union recognition campaigns at two government-owned IT companies (GovCos) that are refusing to recognise the union — even though their predecessors in the private sector did so.


The companies — Benefits and Pensions Digital Technology Services and Revenue and Customs Digital Technology Services — carry out work for the giant Department for Work and Pensions and HM Revenue & Customs and are wholly owned by the government. 


The work was initially privatised in the 1990s and has been carried out by a series of private companies since then, all of which recognised the union.


PCS at first saw the transfer of the work to the two GovCos as a positive step towards returning the work in-house. However, the union says both companies have refused to recognise the PCS and are trying to establish employee forums with no collective bargaining rights.
