Sizeable minority rejects war against Iraq

Foreign affairs had a higher-than-usual profile at this year's Congress with the debate on military intervention against Iraq going to a card vote.

A general council statement was finally adopted which opposed unilateral action by the United States against Iraq. However, it conceded that some form of military response would be acceptable if endorsed by the United Nations.

A substantial minority voted for an amendment that opposed any attack on Iraq.
