Stronger Works Councils

A new directive giving greater powers to European Works Councils (EWCs) seems more likely following a vote in the European Parliament in late December.

EWCs bring together employee representatives in companies operating across Europe, for them to be informed and consulted about management’s international plans.

They have existed since the 1990s but unions have criticised their limited rights and the fact that management can effectively ignore them.

The European Commission proposed new, stronger legislation at the start of 2024 and the EU Council, which brings together government representatives from member states accepted many of the proposals in June.

The European Parliament, elected last year, agreed its position on 19 December 2024, backing the view that EWCs should have greater powers. This opens the way to discussions between all three bodies.
