Trade union groups may be allowed to submit petitions to change Labour Party policy under controversial plans to change the party’s constitution seen by The Guardian newspaper.

The plans are contained in the document Refounding Labour which, nevertheless, also contains a number of constitutional changes opposed by unions affiliated to the party (see Labour Research, September 2011, page 7).
