EPSU loses case


The European Federation of Public Service Unions (EPSU) has lost an important case against the European Commission. 


The case was over the Commission’s failure to introduce legislation giving legal force to a European-level agreement signed with the employers in 2015. This aimed to extend the information and consultation rights enjoyed by most employees to workers in central government. 


But in contrast to previous practice, the Commission did not transform this agreement into binding legislation, arguing that the operation of central government administrations was entirely a matter for national governments. 


In a ruling published in October, the European Court of Justice rejected EPSU’s claim saying it was up to the Commission to decide whether to bring forward legislation.
