NHS pay scheme is based on job evaluation
After four years of talks the government has released details of a new NHS pay scheme which could lead to pay progression being based on a "job evaluation" system.
The proposals create new pay spines, with a series of bands for particular jobs. Each band has a range of pay points, and according to the proposals, each year staff will have a "normal expectation" of progressing to the next point.
However, staff would be assessed under a "job evaluation" scheme before getting higher pay. This would be based on an appraisal of knowledge and skills, responsibilities, effort and demands.
The package also contains a pay offer of 10% over three years, starting with a 3.225% increase in April 2003. While other proposals include a phased move to a 37.5-hour working week; high-cost-area allowances as a proportion of basic pay; and extra payments for recruitment and retention.
