Tribunal chairs not biased
The Court of Appeal has ruled that there is no bias in the tribunals system just because there are part-time tribunal chairs who also appear as advocates at tribunals. The fact that someone is a part-time chair and has sat with one or more of the lay members on a tribunal does not mean that they will be biased to support the case that is being advanced by that advocate.
