ELA part of ‘social pillar’
The European Parliament and the Council (representing EU member states) have provisionally agreed a regulation setting up a European Labour Authority (ELA), with a key role in protecting workers employed outside their own countries.
The ELA will provide information on cross-border rights, support coordination between member states, help to tackle undeclared work and aid member states in resolving cross-border disputes.
Liina Carr of the European Trade Union Confederation (ETUC) described the creation of the ELA as “a useful step forward in the fight against the abuse of workers’ rights”.
Setting up the ELA is part of the so-called “social pillar” which was launched by the EU at the end of 2017.
Two other elements — a directive on parental rights and another on improved information rights for new employees — have also been agreed recently.
